Single story living room extension to a bungalow approximately 4m x 3m

Need advice over the project needs planning permission or it is permitent development.

two story extention plan with loft.
exisiting house semi detached (5.5 x 6.9 two storey)
extention (2.7 x 6.9) then dormer on it.

Double detached garage plans at bottom of garden, 7x7m and 3m if flat roofed for run off angle.
Double garage door to the right normal access door on left of the front.
Preferably flat roof unless low pitched roof works out better for spanning the gap.

Will be workshop space inside also.

Was thinking double skin block construction with 50mm airgap for insulation. And better for any RSJ's needed if flat roof and garage door opening span.
